Abstract

In this thesis, the functioning of the complaint mechanism in the Sanjak of Kastamonu, one of the sanjaks of the Anatolian Province of the Ottoman Empire, is discussed. The judgments sent to Kastamonu have been examined according to the Anatolian Ahkâm Registers numbered I and II. The first chapter of the study is given about the subject, scope, purpose of the study and the studies conducted. Afterward, the functioning of the complaint mechanism was discussed and how the applications from Kastamonu were made, and their solutions were mentioned. In the third chapter, the subjects of complaint in Sanjak of Kastamonu contained in the Anatolian Ahkâm Registers I and II are discussed. The categorical distributions of the judgments according to their contents are shown by creating tables and graphs. These data have been evaluated in separate headings. The issues on which the complaints of the people are the most intense and the solutions brought by the court to these complaints have been focused on. In the fourth chapter, the terms, place names, and officials in the judgments are explained. The summaries of the examined judgments are in the appendix of the study.
